  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        The formation of sound, state-based public health policy is less than optimal when state health officials do not have formal mechanisms to access timely information and innovative practices from federal agencies, private sector entities, and other states.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: Assure that a widespread network of state health agency leaders and partners possess relevant and timely information and resources needed for decision-making in MCH
        Objective 1: Assist state health agencies increase their knowledge and share best practices around MCH by ensuring that states have access to timely and accurate information to inform policymaking and program development.
        Objective 2: Build relationships and enhance partnerships between MCHB, ASTHO, ASTHO affiliates, other IUMCH grantees, and state health agencies related to MCH.
         
        Goal 2: Assure that state health officials understand and are able to influence their respective systems of care as they evolve
        Objective 1: Facilitate communication between MCHB, ASTHO, state public health agencies and other partners around MCH issues.
        Objective 2: Connect state public health agency staff to information and resources to help them develop policies and programs to improve services for MCH populations.
         
      3. Activities/Methodology undertaken to meet project goals:

        ASTHO will serve as an information conduit on MCH issues, maximizing linkages to valued information for state health officials, their agency staff, and public health policy communities at the state and national level. This includes assessing current information exchange activities in MCH and their perceived value to state health officials and pinpointing where ASTHO and individual state health agencies can most effectively impact MCH. ASTHO will convene and facilitate discussions around MCH issues of interest to state health agencies, assess current efforts, and explore future opportunities for ASTHO and state health agencies to increase collaboration and integration of MCH policy with other programs and activities serving MCH, particularly federally funded activities. ASTHO will communicate information relating to MCH policy to state health officials, by publishing and disseminating broad, integrated policy statements that reflect the consensus views of state health officials, and by producing a variety of publications, including a bi-weekly email newsletter, policy briefs and articles.

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.


      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        The project will be administered from the ASTHO offices in Washington, DC, involving all ASTHO members, relevant affiliated organizations, other public health policy groups, and federal agencies.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        Evaluation will use the following: health agencies receiving comprehensive information in a timely fashion; increased use of the ASTHO information network; and increased evidence of state-led partnerships. Other mechanisms include meetings between project directors and ASTHO’s Associate Executive Director; reports by the Access Policy Committee; reports to MCHB; production of the publications described in the work plan; and outcomes of collaborations with grantees and other MCH organizations.
